Project delivery


SNBTS has adopted a co-ordinated, systematic approach to managing the national centre project and several groups have been set up to deliver this, with staff side being represented at every level. The governance chart below illustrates the various groups involved and their individual responsibilities.

New National Centre - National Centre Governance

To ensure that all relevant issues are considered, the project is being developed in partnership within the NHSScotland Staff Governance Policy and Organisational Change Framework. It is also subject to scrutiny by NHS National Services Scotland (NSS) and the Scottish Government Directorate for Health and Healthcare Improvement.

The Project Board is responsible for directing the project to ensure it is delivered on time, to quality standards, to budget and that the expected benefits are realised. It is attended by members of NSS, SNBTS, the Scottish Government and the Scottish Futures Trust.

Consultation is key to the project, with staff views being sought on important issues and the results used to inform decision making. Staff have been involved throughout the process, from the initial consultation exercise to the favoured strategy of a new single processing and testing facility somewhere in the central belt, to the final selection of Heriot Watt Research Park based on benefits, costs and risks.
 
In addition, one to one interviews have been held with staff to discuss their thoughts, views and concerns so that they can be supported through the relocation process. SNBTS has also put in place a formal consultation process with staff and trade unions.
